National Alliance Names Jenny Goins Interim President and CEO

WASHINGTON — Sept. 18, 2026 — The National Alliance of Healthcare Purchaser Coalitions (National Alliance) has named Chief of Staff Jenny Goins interim president and CEO. Goins will lead the organization as it continues supporting its member coalitions and their employers/purchasers in their work to improve health and healthcare value nationwide.

Goins brings deep knowledge of the National Alliance, its members and its priorities. As chief of staff, she has helped guide strategy and day-to-day execution across key areas of the organization, including health policy, events and education, healthcare advancement, communications, member services, operations and finances.

“Jenny knows the organization, understands the needs of our members and has the full confidence of the board,” said Phil Belcher, National Alliance board chair and HealthCareTN CEO. “She brings the experience, judgment and steady leadership needed for this role. The National Alliance remains focused on its mission and priorities, and we look forward to welcoming coalition leaders, employers and other stakeholders to our Annual Forum in November as we continue our work to improve healthcare value, quality and accountability.”

Before joining the National Alliance, Goins led the Kentuckiana Health Collaborative and oversaw benefits for roughly 300,000 state employees, retirees and family members as commissioner for Kentucky’s Department of Employee Insurance. She is also a retired Air Force chief master sergeant, with experience in communications, personnel and leadership development.

“The National Alliance’s mission has never been more important, and I am honored to help lead the organization through this transition and grateful to work alongside our members, partners, and staff as we continue to advance practical, employer-led solutions,” said Goins. “Our policy reform efforts, including work on 340B and hospital price transparency, as well as programs and initiatives such as high-cost claims, data analytics and the Pulse of the Purchaser Research Institute continue as planned to improve health and healthcare for employers, employees and their families.”
